DEFINITION Under general supervision, performs a wide variety of skilled work in the installation, maintenance, and repair of electrical infrastructure systems and equipment in support of the divisions within the Public Works Department.
Assignments may include, but are not limited to repair and installation work on process control systems, electrical systems, water resources systems and equipment, alarms, facilities and building maintenance, lighting systems, communication equipment, and other equipment; and performs other duties as assigned.
This recruitment is for an Electrician based at the City’s Water Reclamation Plant, with work focused on the plant’s industrial systems.
Please note: prior experience in solely residential electrical work is not qualifying.
DISTINGUISHING CHARACTERISTICS This classification is distinguished from all other technical classes of the City by its specialized assignments including work on high voltage electrical systems performing the full journey level range of regular maintenance, testing, and troubleshooting expected of a qualified industrial electrician.
Incumbents will be expected to work independently in installing and maintaining electrical systems and equipment.
SUPERVISION RECEIVED General supervision is provided by the Public Works Supervisor and the Water Resources Coordinator – Electrical & Instrumentation Control.

Examples of Important and Essential Functions Technical Functions Performs skilled electrical and electronic installation, repair, service and maintenance work on a variety of electrical installations, systems, pumps, meters, and other equipment in City facilities, which include working on and around high voltage, 480-voltage, and multi-phase motors; inspects and repairs motor control centers and circuits and variable frequency drive systems; installs, repairs, and replaces outlets, lighting fixtures, switches, ballasts, conduit runs and supports, and distribution panels; inspects, maintains, and repairs electrical switch gear, transformers, underground transmission power conductors, relays, motors, pumps, generators, and a variety of other types of electro-mechanical equipment for proper operation; repairs, replaces, disassembles, assembles, installs, and tests electrical apparatus equipment, telemetry and wiring for power, lighting, and instrumentation as needed; works under the applicable provision of the electrical code, approved plans, and specifications; performs troubleshooting, diagnostic, and programming work; reads and interprets electrical and mechanical drawings and specifications; and operates diagnostic instruments such as a voltmeter, megger, ammeter, ohmmeter, transistor checker, loop meter, and other electrical test equipment.
Administrative Functions Estimates labor, material needs, and related costs associated with repair, installation, or modification work; makes recommendations to improve efficiency and cost effectiveness; ensures that work orders are completed in a timely manner with attention to priority work; ensures contract compliance by coordinating and monitoring work of contractors; discusses a prospective job with contractors; makes recommendations regarding the most effective and efficient way to complete a job; provides recommendations in support of the Water Resources Division Capital Improvement Plan; prepares various reports on operations and activities; assists in the preparation of the section's budget; prepares cost estimates for budget recommendations and makes recommendations regarding the purchase of supplies and equipment; practices safe work methods and ensures the use of safety equipment and precautions related to the work being performed; establishes positive working relationships with representatives of community organizations, state/local agencies, city management and staff, and the public; and may provide direction to temporary employees.
Job Related and Essential Qualifications Demonstrated Knowledge of: Principles, practices, techniques, tools, and materials used in the installation, maintenance and repair of electrical or electronic systems and equipment; Electrical Safety Orders of the Division of Industrial Safety, California Electrical Code, and the National Electric Code; blueprint and symbol identification; basic principles of mathematics; principles of expenditure control systems; principles, practices, rules, and codes relating to work safety management; and pertinent local, State, and Federal laws, ordinances, and rules.
Demonstrated Skills to: Install, program, maintain, modify, and repair a variety of electrical systems and equipment; read, interpret, and update technical manuals, blueprints, and schematics; follow written and oral directions; work independently with minimal supervision; assist in the development and monitoring of the section's budget; establish and maintain effective working relationships; communicate clearly and concisely, both orally and in writing; keep and maintain accurate work logs, detailed records, and related operational and maintenance data; prepare clear and concise written reports; and exemplify an enthusiastic, resourceful, and effective customer service attitude with the public, co-workers, and others who are contacted in the course of the work.
Ability to: Effectively apply the knowledge and skills necessary for this position; and learn the systems, procedures, practices and operations of the department and have a proactive approach to continually improve all assigned areas of responsibility.
Experience, Education, and Training Guidelines: Any combination of experience, education, and training that would provide the best-qualified candidates.
A typical way to obtain the knowledge, skills, and abilities would be: Experience: Five (5) years of journey level experience in the repair, maintenance and installation of electrical and electronic systems equivalent to those used in the City of Livermore.

Education: Equivalent to graduation from high school, supplemented by specialized training or college coursework related to the assigned section.
Training: Any recent training such as academic courses and certification programs that are relevant to this job classification.
License: Possession of a valid California Driver's License and a satisfactory driving record as determined by the City.
Requires the possession of a valid California Class A license with the appropriate endorsements prior to the completion of the probationary period.
Certifications: Incumbents must meet the minimum standards as established by the California Department of Industrial Relations, Division of Apprentice Standards, for certification that is relevant to this job classification.

Other Requirements: Willingness and ability to work scheduled and emergency overtime and be available on call, as needed; work under adverse conditions, such as in confined and awkward spaces, work in potentially hazardous areas; work outdoors in all weather conditions; wear and use appropriate safety clothing and equipment; travel and attend conferences, meetings, seminars, and courses during work and non-work hours.
Special Requirements: Essential duties require the mental and/or physical ability to read fine print and fine details with no color deficiencies; drive a motor vehicle; converse on the telephone and in person and be clearly understood; hear and detect noises in electronic equipment; operate equipment necessary for this position including lift-equipment; manipulate small parts and components; bend, stretch, reach, stoop, and climb ladders, towers, and poles for prolonged periods of time and/or numerous times each day; and safely lift and maneuver equipment weighing up to 75 pounds.
