Bony, starving, shivering cattle dog seen n fed (Visalia)

He came rolling in to the parking lot at the Packwood Shopping Center where Target, Starbucks and Panera is in Mooney.
His condition is bad.
He has severe mange and is very itchy.
He's a cattle dog.
So thin his backbone was sticking out.
His ears stick up n looks like he may be a shepherd mix due to his ears, snout n height n length but the cattle dog mix is prominent.
He was shivering cold and wet.

I took off my overcoat n placed it around him despite the mange.
But he wouldn't stay n left looking for his owner, not understanding what happened to him 😭
