The City of Hanford Utilities and Engineering department is seeking to fill two vacancies in the Engineering division: Associate Civil Engineer/Senior Civil Engineer (DOQ).
Associate Civil Engineer: $7,030 - $8,544/monthSenior Civil Engineer: $7,765 - $9,438/monthThe Associate Civil Engineer is the journey level class in the professional Engineer series and is distinguished from the Assistant level by the assignment of the full range of duties.
Employees at this level receive only occasional instruction or assistance as new, unusual, or unique situations arise and are fully aware of the operating procedures and policies within the work unit and are registered as a Professional Civil Engineer.
Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant level.
This class is distinguished from the Senior Civil Engineer in that the latter is responsible for performing the most difficult and complex work of the division and for providing technical and functional supervision over engineering professional and technical staff.
The Senior Civil Engineer position is to plan, organize, manage, review projects, and provide responsible technical staff assistance, as well as providing professional responsibility for engineering planning, design, and investigation of projects.
; to provide training and review the work of assigned engineering staff engaged in a variety of engineering activities; to perform duties requiring specialized knowledge; and to provide administrative support to assigned supervisor.
SUPERVISION RECEIVED AND EXERCISED Associate Civil EngineerThe position may provide engineering services to departments outside of the Utilities and Engineering Department and as such, may receive direction from that department’s respective Staff.
Receives general direction and supervision from a Senior Civil Engineer or the City Engineer.
Senior Civil EngineerThis is the advanced journey level in the Engineer professional series.
Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made.
Employees perform the advanced and responsible types of duties assigned to classes within this series, including providing training, technical support, and functional assistance over assigned professional and technical staff.
Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility and be capable of providing support and training to other employees within the division.
The position may provide engineering services to departments outside of the Utilities and Engineering Department and as such, may receive direction from that department’s respective Staff.
Receives general direction and supervision from the City Engineer.
EXAMPLE OF DUTIES EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following: Associate Civil EngineerDesign and prepare plans and specifications for various capital improvement projects.
Prepare reports, agendas, correspondence, and research of standard scope requiring knowledge of standard principles and techniques.
Administer development project contracts; coordinate project meetings.
Coordinate and direct the work of professional service and construction contractors, other public agencies, and utilities.
Prepare final reports and estimates.
Build and maintain positive working relationships with co-workers, other district employees and the public using principles of good customer service.
Foster an environment that embraces diversity, integrity, trust, and respect.
Be an integral team player, which involves flexibility, cooperation, and communication.
Perform related duties as assigned.
Senior Civil EngineerManages, develops, and completes a wide variety of engineering projects and programs involving streets, storm drains, traffic, grading, land development, site development, sanitary sewer, storm water, and water systems.
Prepare a variety of engineering reports and documents, including Landscape Assessment District documents, subdivision agreements; cost analysis, and staff reports for City Council and/or Planning Commission approval.
Perform the advanced work related to conducting plan checking of improvement plans, maps, and construction documents, and writing conditions of approval for development projects.
Prepare legal descriptions and exhibits for land acquisition.
Coordinate and manage property appraisals and acquisition with consultants, property owners, and agencies.
Prepare pre-construction documents; conduct pre-construction meetings; perform field inspections of projects under construction.
Meet and confer with developers, contractors, engineers and the general public relative to City policies, regulations and procedures; coordinate discrepancies and problem situations with outside parties.
Conduct special engineering studies relative to assigned area of responsibility; prepare appropriate reports and analyses.
Coordinate and direct the work of professional service and construction contractors, other public agencies and utilities.
Develop schedules and methods to accomplish assignments, ensuring work is completed in a timely and efficient manner.
Participate in evaluating the activities of staff, recommending improvements and modifications.
Provide and coordinate staff training; work with employees to correct deficiencies.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
Foster an environment that embraces diversity, integrity, trust, and respect.
Be an integral team player, which involves flexibility, cooperation, and communication.

SUPPLEMENTAL INFORMATION Screening will consist of a competitive assessment of relevant education, training, and work experience to be followed by a written examination and/or an interview before an Oral Board to determine the most qualified candidates.
Applicants meeting the minimum qualifications are not guaranteed advancement to an interview, and the decision of the screening committee is final.
Those candidates who are determined eligible for appointment to the position will be placed on the City’s Certified Eligibility List.
Applicants will receive written notification regarding the results of all phases of the recruitment process up to the establishment of the Eligibility List, if applicable.
