00 Annually DISTINGUISHING CHARACTERISTICS Appraiser I is the entry level class for appraisal work.
Incumbents will work under close supervision while being trained and will gradually work more independently as knowledge and skill are acquired.
Differs from the Appraiser II and III's in that the II's are the journey level and perform all but the most complex appraisals with a minimum of supervision, and the III's are performing the most complex appraisals and may provide lead direction, training and work review of Appraiser I/II's as required.
Appraiser I's are expected to advance to the II level upon satisfactory completion of the minimum requirements for the higher level and after gaining the knowledge, skill, and experience which meet the qualifications for and when, upon the recommendation of the Department Head, they have demonstrated the ability to perform at the higher level-II experienced class level.
DUTY SAMPLE Duties include but are not limited to those described below.

Investigates and analyzes data in the appraisal of all types of real property; performs field studies and appraisals of residential, commercial and agricultural properties; analyzes and estimates construction costs and depreciation for residential and rural properties; gathers information and measures and plots land and improvements; reads and interprets blueprints; collects, analyzes and tabulates data on sales, rentals and costs of real and other property; assists in making economic and cost studies of various types of properties; performs mathematical calculations, including arithmetic and plane geometry; makes and verifies computations involved in cost estimating and appraising; keeps accurate, detailed records; uses computer and computer equipment, software and programs used by the Assessor's Office for the purpose of entering, storing, retrieving, updating and working with data relevant to the appraisal and assessment of all real property for ad valorem tax purposes; writes letters and reports; meets with the public to answer questions and address concerns regarding appraisals; interviews and elicits information from individuals by telephone and in person; prioritizes multiple assignments to meet deadlines; performs related duties as assigned.
MINIMUM QUALIFICATIONS **Minimum requirements must be met by the closing date** PLEASE NOTE: When completing the work history portion of your application please include each level position title and level as a separate entry when applicable.
For example, if you were an Appraiser I and promoted to an Appraiser II, each level should be entered separately to reflect the time held at each level.
Work experience for the last 15 years must be included in the work history portion of your application.
It is also important that your application show all the relevant education and experience that you possess, even if it extends beyond the required past 15 years.

Failure to submit a completed application may eliminate you from the recruitment.
Any combination of education and relevant experience that meets the criteria for permanent Certification as outlined in the State of California Board of Equalization Property Tax Rules, Rule 283 and would likely provide the required knowledge, skills and abilities is qualifying.
A typical way to obtain the required knowledge, skills and abilities would be: APPRAISER I Education: Graduation from an accredited four-year college or university with a bachelor's degree.
Substitution: High school graduation or equivalent and four years relevant experience may be substituted for the required education.
"Relevant experience" means employment experience within the last ten years in any of the following occupations: A) An accountant, auditor, real property appraiser, building cost estimator, engineer, real estate loan agent, real estate loan underwriter, right-of-way agent, licensed building contractor; OR B) A real estate licensee, licensed by the California Department of Real Estate, engaged in buying, selling, leasing, or managing real estate; OR C) An appraiser aide or appraiser trainee in an assessor's office; OR D) An employee, other than appraiser, appraiser aide, or appraiser trainee, of an assessor's office except that such employment time shall be limited to qualifying for only 2/3 of the four-year experience requirement.
The remaining 1/3 shall be accumulated by other relevant experience described in A, B, and C above or by education in an accredited institution of higher learning.
Experience: None required.
License: Possess (by time of appointment) and maintain a valid California driver's license issued by the State Department of Motor Vehicles.
Certificate: Incumbents will have one year from the date of appointment to this class to obtain and maintain a valid permanent appraiser's certificate from the California State Board of Equalization.
Failure to obtain and maintain this certificate will be cause for termination of employment in this class.
Special Requirements: (1) Ability to qualify for security clearance through a background investigation, including fingerprint check; (2) ability to travel extensively within the County, and as otherwise required.
APPRAISER II Education: Same as Appraiser I above.
Experience: One year of real property appraising for tax assessment purposes within the last ten years.
License: Same as Appraiser I above.
Certificate: Possess and maintain a valid permanent appraiser's certificate issued by the California State Board of Equalization.
Special Requirements: Same as Appraiser I above.
APPRAISER III Education: Same as Appraiser I above.
Experience: Two years of real property appraising for assessment purposes within the last ten years, one of which was in a class equivalent to Appraiser II in Kings County.
Certificate: Possession of a valid certificate as an Advanced Appraiser issued by the California State Board of Equalization.
License: Same as Appraiser I above.
ALL LEVELS Work Environment and Physical Requirements: Work primarily in an office environment and in the field which requires: Mobility and dexterity to work in a standard office environment and regularly use standard office equipment; hearing and speech to communicate verbally, in person and on the phone; vision to see things up close and far away, and to read handwritten and printed material and view computer screens; ability to lift and carry light objects for distances required to accomplish the tasks at hand; manipulate papers, files, and other office equipment.
Work is also performed in the field and must tolerate outdoor working conditions to seasonal temperature changes and adverse weather conditions; frequent travel to and perform onsite field reviews in various environments, including but not limited to: factories, outdoors, construction sites, agricultural properties, chemical waste sites and other properties in the County; exposure to active construction sites and agricultural properties; performs appraisals on uneven pavement or grounds including unpaved surfaces; safely operate a County vehicle.
