Tulare County Health & Human Services is actively recruiting for Program Manager Mental Health.
This position is responsible for developing, monitoring, and controlling administrative, fiscal, and programmatic aspects of the County’s mental health clinic system at Tulare County’s Transitional Living Center.
The Program Manager Mental Health will work directly with a Mid-Manager or higher-level staff.
The Transitional Living Center is an Adult Residential Living Facility.
The transitional mental health facility provides a variety of housing options for patients with mental health challenges coming out of Institutions, including but not limited to hospitals, individuals requiring a Board and Care facility, the temporarily homeless, and individuals requiring a period of extensive evaluation.
Intensive case management services and structured but individualized programming are provided by the Tulare County Department of Health and Human Services.
The incumbent will be responsible for planning, organizing, and coordinating outpatient mental health clinic operations to ensure the effective delivery of mental health care services.
The successful candidate must have an understanding of diverse community needs, especially for unserved and underserved groups.
The ideal candidate should possess analytical skills and the ability to analyze, evaluate, and solve complex administrative problems.
Additional duties include developing effective working relationships with clinicians, administrators, the community, and persons of various socio-economic backgrounds.
Typical Duties Key Responsibilities Coordinate, supervise, and provide direction for the operations of an outpatient mental health clinic’s support services.
Resolve administrative complaints and problems.
Correct problems by modifying and implementing procedural changes with input and approval of department administration when appropriate.
Ensure clinic staff are informed of and comply with administrative, fiscal, and personnel policies and procedures.
Interpret, recommend, and implement clinic policies and procedures.
Ensure departmental goals and objectives are met.
Employment Standards Required Qualifications Candidates must meet the qualifications listed below by the application deadline.
Education Graduation from an accredited college or university with major coursework in health, mental health, public administration, or a closely related field.
OR Equivalent to completion of the twelfth grade.
Experience in social services administration or a closely related field may be substituted on a ratio of one (1) year specific experience equivalent to one (1) year of education, up to four (4) years total.
Experience: Three years of responsible fiscal, managerial, personnel, or governmental administrative work.
Special Requirements for Adult Residential Facility positions per Title 22, Division 6, Chapter 5, Section 85064: Completion, with a passing grade, of 15 college or continuing education semester or equivalent quarter units, three of which shall be in nutrition, human behavior, administration, or staff relations.
One year of experience must be in residential care.
Must obtain and maintain a State of California Department of Social Services Community Care Licensing Division Adult Residential Facility Administrator Certificate within 6 months of being hired if placed at a residential care facility.
Certificates issued shall be renewed every two years and renewal shall be conditional upon the certificate holder submitting documentation of completion of 40 hours of continuing education related to the core knowledge specified.
Desirable Qualifications Knowledge of: Government and private medical insurance programs and billing practices.
Program and budget development, implementation, and evaluation.
Medical records administration.
Tulare County Personnel rules and practices.
Department of Mental Health programs and services.
Governmental budgeting practices.
State of California and Federal government health services funding sources.
Additional Information Conditions of Employment Candidates selected will be required to pass a pre-employment drug and alcohol screening.
Additionally, a background investigation may also be conducted, which may include a re-investigation every 10 years for some positions.
