60 Annually The Kings County Department of Human Resources has an excellent career opportunity available for the position of Personnel Technician.
The incumbent will perform complex, detailed clerical and technical work in the processing of personnel transactions, perform a variety of technical activities in the recruitment and examination of candidates, provide technical support to human resources professional staff and department contacts, and perform a wide variety of administrative support work.
The incumbent must demonstrate highly developed multi-tasking skills and attention to detail, to work in a demanding, fast-paced environment.
There is one immediate vacancy in the Human Resources Department.
Future vacancies for this position may be filled from the eligible list to be established.
The expected life of the eligible list is six months.

Management Level III Benefits: This position includes management group III benefits which includes CalPERS retirement (see benefits section to determine plan/tier placement); a deferred compensation plan; fully paid PPO health, dental, vision and chiropractic health insurance premiums for employees and eligible dependents; onsite health center for employees and eligible dependents on County health insurance; term life insurance; in addition to standard sick leave, vacation accruals and holidays this position receives an additional 40 hours of management leave.

Processes all personnel transactions including new hires, separations and transfers; processes and checks payroll changes, performance evaluations and other personnel documents for completeness and accuracy, and compliance with rules, policies and regulations; maintains employee personnel files and a variety of other personnel administration and departmental files; processes employee claims/requests for educational reimbursement, P.

incentive, vacation donation, bilingual and other compensation; provides assistance to departments and employees with personnel transactions, policies and records; answers questions from departments, employees, other agencies and the public concerning salaries, ordinances, rules and regulations, positions available and eligible lists as well as recruitments and the application process; coordinates the employee awards and other assigned programs; receives, routes for approval and tracks personnel requisitions and recruitments; initiates and processes recruitments as assigned; prepares fliers and places advertisements; receives and reviews applications for qualifications; schedules, administers and proctors written, oral and performance examinations; develops and prepares oral interview questions; prepares and assists in the development of performance exercises and other examinations; selects and briefs oral examining boards; maintains test security and inventory of examination materials; answers inquiries concerning personnel transactions, policies and records as well as availability and types of employment; reviews, approves and certifies lists to departments; independently prepares routine correspondence; researches and compiles technical personnel information such as salary surveys and employee census data; provides technical support to human resources professional staff and department contacts; completes special assignments and projects; presents new employee orientation program as assigned; scores and tabulates test results, prepares reports of examinations and establishes eligible lists; types various correspondence and other material; proofreads, edits and corrects prepared materials, ensuring accuracy, completeness, policy compliance, correct grammar, punctuation and spelling; represents the department at job fairs and other related events as assigned; provides training to subordinate and less experienced staff and volunteers as assigned; takes and/or prepares minutes of meetings or conferences; and performs related duties as required.
MINIMUM QUALIFICATIONS **Minimum requirements must be met by the closing date** Please note: Work experience for the last 15 years must be included in the work history portion of your application.

A typical way to obtain the knowledge, skills, and abilities would be: Both Levels Education: Equivalent to graduation from the twelfth grade.
License: Possession of a valid, appropriate California driver's license issued by the Department of Motor Vehicles.
Special Requirements: Qualify for security clearance through a background investigation, which includes fingerprinting; type and use a computer keyboard with speed and accuracy at a level sufficient to perform the duties of the position; and travel within and outside the County.
Desirable Qualifications: Responsible experience in human resource technical functions in areas such as payroll processing or recruitment; computer experience including working with spreadsheets and databases; experience working with PeopleSoft and/or NEOGOV.
Personnel Technician I Experience: Any combination of the following: Two years of responsible clerical/technical public contact experience in a personnel agency or similar organizational setting; OR, Four years of progressively responsible experience performing complex technical or clerical work which included responsibility for checking documents for accuracy and conformance with established guidelines, and extensive public contact involving interpretation and explanation of agency or departmental policies, regulations and procedures.
Experience Substitution: Completion of accredited college coursework in public administration, human resources management, business or a closely related field may be substituted for up to one year (30 semester units) of the required experience on a year-for-year basis.
Personnel Technician II Experience: Equivalent to one year of experience as a Personnel Technician I in Kings County.
