*_TOIYABE INDIAN HEALTH PROJECT _* *OFFICIAL POSITION DESCRIPTION* *BOOKKEEPER/PAYROLL CLERK * _Program: _ *Fiscal * _Salary: _ *$46,865 – 63,123 * _Supervisor: _ *Controller * _Salary Range: _ *9 * _FLSA Status: _ Exempt Non-Exempt _Position Type: _ *Regular Full-Time * TIHP Board Approved: 3/04/2022 *POSITION DESCRIPTION * Performs a variety of general accounting functions.
Responsible for recording and maintaining all financial transactions, such as purchases, expenses, sales revenue, invoices, and payments.
Will record financial data into general ledgers, which are used to produce the balance sheet and income statement.
*ESSENTIAL DUTIES & RESPONSIBILITIES * * Work in coordination with the Chief Financial Officer (CFO) and Controller.
* Assist in general activities to insure the effective operation of the established accounting system which may involve a narrow range of accounts or encompass the entire system, depending on the nature and level of assignments.
* Ensure pre-assigned grants/contracts and miscellaneous reports required by TIHP are vouchered in detail to facilitate month-end or quarterly-end closings.
* Review expenditures associated with pre-assigned grants/contracts prior to month-end close-outs; prepare, verify, and enter journal vouchers necessary for maintaining accurate information of all pre- assigned grants/contracts, which includes but is not limited to; assisting in maintaining contract awards, modifications, and entries to reconcile actual expenditures to contract billable expenditures.
* Review and reconcile travel advance monthly and any associated liability accounts.
* Review and post “other income” to the accounting system each month, ensuring accuracy and completeness.
* Compile and report provider statistical data monthly.
* Responsible for producing payroll from timesheets/timecards; verifying all data on timesheets/timecards (hours, personal leave, sick leave, etc.
) and creating employee badges.
* Prepares liabilities for payments, i.
e.
Taxes, credit union, pension plan, health insurance, etc.

1 | P a g e * Analyze, classify and record transactions; balance, reconcile, adjust or examine accounts; develop or verify accounting data for reports, statements and schedules.
* Assist the assistant fiscal officer and bookkeeper II in general activities to ensure the effective operation of an established accounting system, including learning new accounting systems when implemented.
This may involve a narrow range of accounts or may encompass the entire accounting system of the activity, depending on the nature of level of assignments.
* Back up for disbursement clerk duties such as deposit preparation, banking, mail, answering the telephone, logging checks, etc.
* Perform other job-related duties as assigned.
*REQUIRED EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES: * * High school graduate or equivalent.
* One year of general experience in progressively responsible clerical work which has been demonstrated arithmetic aptitude and ability, accuracy and attention to detail.
* Accounting major with an AA degree or equivalent, or five (5) years of bookkeeping and payroll experience.
* Ability to apply established producers for recording and compiling data.
* Hands on knowledge of computers operations.
* Work cooperatively with the financial staff of the project.
* Must be sensitive and possess an awareness and keen appreciation of Indian traditions, customs, and socioeconomic needs of the Indian community.
* Cardiopulmonary resuscitation (CPR) certified or obtain within three months of hire.
*PREFERRED EDUCATION, EXPERIENCE, CERTIFICATIONS AND LICENSES: * * Additional two years’ experience with fund accounting.

Communication: Ability to effectively communicate with co-workers, patients, members of outside agencies, in person, by telephone, and by email.
Vision: Ability to effectively use a computer screen and interpret printed materials, memos, and other appropriate paperwork.
Lifting / Carrying: Ability to occasionally lift and/or move objects weighing no more than 25 pounds.
Stooping / Kneeling: Ability to access files/stock supplies in low cabinets and shelves.
Reaching / Handling: Ability to input information into computer systems and retrieve and work with appropriate paperwork, equipment, and supplies.
Use of standard office equipment, including computer, telephone, calculator, copiers, and fax.
Work is performed in an office/clinic environment; continuous contact with other staff and the public.
